Unable to load Steam support library

Once again, I'm having an issue with our dedicated servers. The only way I can get them to run in internet mode is if the full Steam client is running. This means I can't control the servers from TCAdmin as it runs them as an interactive service outside of the console level desktop and thus will only be LAN mode servers. For now I've had to stop the servers in TCAdmin and load them directly from the desktop where the Steam client is running. Does anyone know how to resolve this issue? I tried copying the steamclient.dll from the full client but it just throws errors and still won't enable internet mode. Any assistance would be much appreciated.

Are your dedicated servers running on Windows?

Are you seeing this error when you boot up your servers?

*  Unable to load Steam support library.       *
*  This server will operate in LAN mode only.  *

Yes, all of our servers are Windows Server 2008 64 bit. Some are R2, some not. That is the exact message received. The only way I've found to get the servers online is to run them directly from the desktop instead of as a service and only if the Steam client is installed and running (llogin not required, just leaving Steam open on the login box seems to work). I even had to install Steam on all of the servers that previously never needed it just to run the BS servers. I've tried running the services under several accounts and with interactive desktop both on and off. So far nothing has worked.
