Take a look at this

I'm not entirely sure how it works (something about world portals) and apparently the code is part of the portal 2 engine instead of the regular source engine but if valve were to add this feature to the main source engine, would you use it?

I doubt they would add it. The branch of the Source Engine Dys uses (Orange Box, same as TF2, Portal, HL2:EP2) rarely gets updates other than bugfixes.

Well, they should add it. It will add a sense of bizarrely to Cyberspace, think of like the Merovingian's Mansion in the Matrix, the stairways in Labyrinth (Although not even remotely Sci-fi, I know) or any kind of bizarre fantasy dimension, which I believe Cyberspace is supposed to be like since its a world that defies the boundaries of the physical realm, like some sort of magic.

Cyberspace areas can vary between straight forward and being as bizarre as what you've shown in that link, as defined by a present hacker as a defence program in order to hinder enemy hackers from reaching control points. For example, as a Defender, you could hack into your own Cyberdeck and use the control points to manipulate the environment as a precaution as well as create and manipulate anti-viral programs like turrets, flying drones, traps and firewalls.

You can even toggle their identification systems to differentiate between friend, foe or attack any hacker on sight regardless of team.

I think adding it with in the sense described above would be technologically impossible due to limitations of the Source Engine branch used. Granted, one might be able to jury-rig a method using Standard warps already possible and render-target textures, but it would look very odd.
