Possible mechanic for soft-counter to TAC?

This is honestly brainstorming for the sake of brainstorming, (even if this is a good and viable idea, it's not likely to be useful for quite some time,) but what the heck, why not. I remember discussions years ago about some kind of possible counter for the TAC scan implant, (mostly as a way to make the cold suit more useful,) but it was always determined that being invisible to TAC would be too powerful no matter what. Since I started playing Dystopia again the past couple of weeks, (after hearing that a significant patch is being worked on,) my brain resurrected this old train of thought and gave me a new idea: A player with this theoretical counter-TAC ability would, after a TAC scan, have a small circle over their position instead of being pinpointed. The player is anywhere from the edge to the center of the circle; this is random so that TAC scans would show there's a player in the vicinity, but not the exact location.

So first off is the two biggest questions: Is this too powerful, and is it useful enough? After that, some other possibilities: The circle doesn't show height, other enemy players within the circle are similarly unrecorded on the minimap, being close enough when using the TAC nullifies this, the circle is always centered on the player generating it, multiple TACs quickly completely nullifies the effect, and some other stuff I haven't thought of yet.

I can't remember ever using TAC for pin point positioning. The situation you are describing is essentially what it feels like to TAC scan a stealthed light.
