Give heavies restricted ability deck

Give heavies restricted ability deck (only hitscan and toggle buttons, no wedges no icebreakers).

Supposedly giving heavies a deck was tested way back, but it led to Heavies just being way too powerful. And you can't really give them a stripped down version, because it would necessitate another implant, be mostly useless, yadda yadda, etc.

We tested it ages ago.
Common opinion was that it sucked because it made objectives like silo first and vaccine security next to impossible.

It was interesting, but we ultimately decided that it didn't work, and it was scrapped.
