"Invalid Steam UserID Ticket" error

I read the official fix but i have one problem. The config file in my C:\Program Files\Steam is miss or hidden so i cannot delete the file as a whole but i can delete the contents. Will this fix it or do i need to do extra steps to get the config file to appear.

I suggest you look for a solution on the steam forums or ask in there. I don't know the solution to your problem.
